Create and Manage Competency Frameworks
Competencies let you define the skills and standards that matter for each role in your organisation. You can build your own framework from scratch or import one based on industry standards, then attach proficiency scales to measure how well each person is meeting them.
Here's how to get set up.
Step 1: Create a Framework
A Framework is the top-level container that organises your competencies by role, department, or function.
Go to 'Training Studio' → 'Competencies'.
Step 2: Create a Framework
Click '+ Create Framework'.
Step 3:
Enter a 'Framework Title', add 'Description,' and click 'Create Framework'.
Proficiency Scale
Step 4: Create a Proficiency Scale
A Proficiency Scale defines the levels used to measure how well someone has achieved a competency.
Click the 'Proficiency Scales' tab, then click '+ Create Scale'.
Step 5:
Enter a 'Scale Title', and add your 'Proficiency Levels'. Click 'Add Level' to include more levels if needed, and click 'Create Scale'.

Step 6: Add a Competency
Once your Framework and Scale are ready, you can create individual competencies.
Click the 'Competencies' tab and click 'Add Competency'.
Step 7:
Fill in the following fields:
- Code — a short identifier for the competency
- Framework — select from your created frameworks
Title — the name of the competency
Description — optional but recommended
Recertification — optional; set how often this competency needs to be re-verified
Proficiency Scale — select the scale to measure this competency.
Finally, click 'Add Competency'.
Step 8: Import from the Framework Library
If you'd rather start with a pre-built framework, Learnly's Library has ready-to-use options based on industry standards.
Click the 'Library' tab, browse or filter by category, and click 'View Details' to preview the competencies included. Click 'Import' to add it to your organisation.
Available frameworks include: Quality Assurance, Workplace Safety, Leadership Fundamentals, Food Safety, Maintenance Technician, Manufacturing Operator, and Warehouse Associate, each aligned to recognised industry standards.
Once your competencies are in place, you can start aligning them with training content and tracking proficiency across your team. If you're managing multiple roles or departments, consider building separate frameworks for each. It keeps everything organised and makes reporting much easier.
